Get Answers: Thesis/Dissertation

In the past year I was forced to withdraw from a humanities PhD program because of poor communication with my adviser. Up until this year, I had mostly a good relationship with my department, if not my adviser. Does anyone have advice on 1) whether I might still be eligible to apply to a program elsewhere and 2) what strategies I should use to apply elsewhere?
